Standards, Complaints and the Fallout

As the former Leader and Cabinet of the Forest of Dean District Council, we feel it is time to speak with one voice on a matter that has long cast a shadow over this authority. Leadership is about protecting and celebrating the people who make policy work—our dedicated officers. For years, they were subjected to a persistent campaign of bullying and intimidation by a senior councillor, conduct that created a palpable sense of "dread" within the workplace. 

The individual in question did not act alone. With the support of certain members of his own group and, disappointingly, other party leaders who should have known better, he positioned himself as the council's ultimate "deal-maker." He traded political support for tolerance of his abusive approach. 

When our administration finally took a stand to protect staff, and we fully accept that we should have made a stand much earlier, the retaliation was swift. Using significant political leverage and the veil of confidentiality surrounding standards complaints, he orchestrated our removal from power.

We could not publicise or speak with fellow councillors and, in some cases, new councillors, about the serious complaints against him for fear of the standards process being compromised.

The manipulation of the political landscape that followed was stark. 

We fully accept that following the 2023 elections, the Green Party—having won more seats than any other group—had every right to try to form an administration. However, it was this councillor who ensured they received the votes they needed to succeed. This individual, previously vocally anti-Green, shifted his group's support to the new administration almost overnight.

One must ask: was this sudden alliance born of a genuine change of heart, or was it because he felt that by maintaining influence, he could change the course of the standards complaints against him?

This was the price of our integrity, and it is a price we would pay again. Eventually, integrity cannot be traded for political survival. Yet, the delay in justice was damaging. Between 2023 and 2025, while the investigation stalled behind closed doors, this councillor continued to influence policy to the long-term detriment of the Forest. Although the Standards Panel has finally upheld the findings of bullying and disrespect, these sanctions come over a decade after the first alarms were raised.

To those party leaders and members who enabled this or turned a blind eye for political expediency: now is the time for deep reflection. You allowed a single person to manipulate the entire democratic process at the expense of staff well-being.

Our primary concern remains the officers. We hope these public findings finally allow them to feel safe and valued. While we may never have a full public debate on the extent of this manipulation, we must now draw a line and commit to a culture where dignity always comes before politics.
